CHAPTER EIGHT: Lechon Drilon aims for the Senate!
IN a confrontation with Executive Secretary Oscar Orbos before President Cory, then Justice Sec. Franklin Drilon shouted, “Will you die for the President? I will.” Cory's heart instantly went out to Frank who was aspiring and conspiring to be Oscar's replacement.
Cory made her decision right then and there. Who wants skinny, half-starved Oscar Orbos, when she can have fat and fleshy Lechon Drilon served with Mang Tomas' Sauce??
And so Frank got to be Executive Secretary, even as he swore that he will serve the President exclusively and not run for any elective office.
Oh yeah? He promptly replaced many incumbents with men of his confidence: Atlee Viray to replace Commissioner Malabanan of the PCGG; Mrs. Canieso, the general's and Drilon's protege, in place of a relation of Victor Ziga in the Movie Censor's Board. He eased out Benjamin Diokno out of Philippine National Oil; installed Juan Borra Jr. as Land Transportation Commission chairman; put the pressure on Secretary of Transportation and Communication Little Pete (with brain to match) Prado to protect the interests of PLDT and the Kamaganaks, Inc. (this time relatives much much closer to the President than cousin Ding Tanjuatco). The best friend of Franklin Drilon in the cabinet is DENR Secretary Fulgencio Factoran Jr., a fellow fatso and Sigma Rho frat brod in UP. Jun Factoran who was placed in the cabinet by Joker Arroyo, in turn introduced Lechon Drilon to President Cory who appointed him to the Labor Department.
Former DAR Sec. Miriam Defensor Santiago paints a vivid picture of Jun and Franklin, the Porky Pair, before the cabinet meeting, conspiring to make each other look good. “There they were in a corner, stomach to stomach, oink to oink, memorizing and practicing a script by which they toss each other questions and answers on agenda items that are brilliant, inspired and calculated to impress President Cory.”
Miriam gives a hilarious account of the cabinet meeting, wherein the Porky Pair perform like basketball players passing the subject at hand to each other like a ball, dribbling, driving, feinting, passing, finally tossing the agenda-subject to the goal (the President) with a brilliant conclusion. The Porky Pair do everything in the cabinet meeting except hire a band and employ cheerleaders.
Enviously the rest of the Cabinet members refer to the Porky Pair as Abbot and Costello, Batman and Robin, Buddy and Sol, and facetiously as Porky and Miss Piggy, Tom and Jerry, Ham and Cheese.
Cory of course so impressed with the Porky Pair, as she is impressed with Jesse James Estanislao and the Central Bank (the notes are signed C.B. with the handwriting similar to that of Cesar Buenaventurs) for sending her flowers and candy, according to Miriam. And eventually Lechon Drilon became Secretary of Justice. A modus vivendi developed between DENR under Factoran and DOJ under Lechon Drilon, such that no illegal logger was ever prosecuted during all that time. And it was Factoran who pushed Lechon Drilon to be the new Executive Secretary.
Factoran and Drilon go way back to their college days. Factoran, an admirer of Violeta Calvo, unselfishly introduced her to Drilon, and the three of them became a trio called The 100, because Violet was as thin as a One, and her friends were both as fat as a Zero. Now Violeta is Franklin's wife but the friendly relationship continues. Violeta and the wife of Factoran are business partners in a flower shop in Green Hills. Now the two couples are called The 1001.
Factoran once worked in the law office of presidential cousin Ding Tanjuatco, and Frank and Violeta worked in the ACCRA law office, so favored by Marcos and the Council of Trent. That is why Factoran and Drilon are partial to the PLDT of the Kamaganaks and Bobby Ongpin's boys running the National Steel (NSC). Drilon's ACCRA earned a fortune foreclosing Iligan Steel from which the NSC got its assets.
One lawyer friend recalls that Violeta and Franklin conducted a loyalty check at the ACCRA, trying to have fired anyone in the firm attending pro-Cory rallies. And when Violeta ran for the presidency of the Integrated Bar of the Philippines (IBP), she used the facilities of Drilon's Labor Department and the planes of Factoran's DENR. The press and the public were so scandalized that Violeta's election as IBP president was nullified by no less than the Supreme Court. Now the Porky Pair wants to enter politics, Jun wants a senate seat, and Frank is angling for no less than the vice presidency under Monching Mitra with the help of Cory, and failing that, also a senate seat. Lechon Drilon insists that his successor at the Justice Department invite him to inaugurate all the Halls of Justice being set up all over the country, so he gets maximum exposure.
There is a fundamental flaw in the character of Lechon Drilon. He would send CIS agents to raid the house of Joker Arroyo, once his benefactor. He would promise a friend some action, and then ask his subordinates to hide the important papers.
He is not a true friend. He is, according to his own friends, a snake-in-the-grass.
